- Driveway / fire / access road (one continuous scope) — asphalt RESURFACE ONLY pending materials-testing results. Per RFI #001 Q9, the former "rock road / turf-block" callout is asphalt — the C-500 turf-block detail no longer applies. Full mill / base / re-pave only if testing indicates the existing pavement can't be resurfaced as-is.
- Retention ponds — excavation, edge-of-bank construction
- Stormwater drainage — RCP, catch basins, inlets

- RFI #002 — submitted July 14, 2026 · ANSWERED by Hendra & Associates. All 3 items resolved & folded into the Scope:
- Item 1 — Roadside trees RETAINED & protected; infill with new landscape per County landscape code (no roadside removal)
- Item 2 — 9 trees inside pond limits ARE removed; a cluster at top-of-bank is intentionally retained per pond design
- Item 3 — Not a pond fence: the C-501 fencing callout is a site security fence tying into the front of property (not Pond 2A perimeter)

Scope of Work — 5-Phase Approach
Sequenced per Firm Foundations' proposed civil phasing in RFI #001, Item 10 — back pond & access prep first (opens rear access), then drainage & basins, then the north road, then the south road — with landscape & irrigation as Phase 5 after the pavement cures and site is stable. Target duration ~3.5 months, exclusive of inspection wait times. RFI #001 & #002 responses received & incorporated into the phase notes and the Notes on Bid Basis card below.
Phase 1 — Back Pond + Access Prep
- Install silt fencing & tree protection within Phase 2 work area only, plus along/adjacent to the phase line where construction may impact existing trees (RFI #001 Q5)
- Pond 2 — two tree conditions: (a) 9 trees INSIDE pond limits are REMOVED per RFI #002 Item 2 (affects tree-removal + earthwork qtys); (b) a cluster at top-of-bank is intentionally RETAINED & PROTECTED — pond was designed to preserve it (RFI #001 Q4 + RFI #002 Item 2). Tree mitigation quantities on L-2.
- Protect existing pump shed while working adjacent — pond was designed around the shed and its foundation to maintain integrity; shed sits on the back side of the 5-ft top-of-bank grading limit (RFI #001 Q6)
- Pond 2 edge-of-bank excavation & grading per C-100 / C-501, respecting the 5-ft grading offset from the pump shed
- SWPPP inlet protection in place before soil disturbance
Phase 2 — Drainage & Basins
- Install RCP storm pipe per C-102
- Existing site conflicts — canopy, playground, sidewalk — handled by temporary removal & replacement, INCLUDED in bid as part of contractor site familiarization (RFI #001 Q7)
- Playground rubber-mulch surfacing removed & reinstalled to original state
- Sidewalk fully restored where pipe crosses (per RFI #001 Q7 — part of pipe installation scope)
- Catch basins, inlets, and structure grade rings
- Regrade around basins to positive drainage
- Materials testing round #1 — Owner will coordinate the first round (RFI #001 Q11); contractor pays for any required retesting
Phase 3 — North Road
- Subgrade evaluation — NO owner-provided core samples (RFI #001 Q3); FF has walked and priced the visible condition (silt + millings + roots + stump). Optional geotech consultation carried at contractor discretion.
- Asphalt RESURFACE only (tack coat + SP overlay) per plans, treated as one continuous driveway/fire/access-road scope. Formerly "rock road" — RFI #001 Q9 confirmed asphalt. Base-case is resurface-only.
- IF materials-testing results show the existing pavement cannot be resurfaced as-is: full mill / clearing / base rebuild scope activates — selective clearing & stump removal within road prism; root pruning where required (tree-stability risk carried by contractor per RFI #001 Q3); import & compact limerock base per FDOT spec; then prime coat + SP asphalt lift.
- Sidewalk ramps installed per plans — no ADA access aisle needed: parallel parking is temporary drop-off, not designated ADA parking (RFI #001 Q8)
- End of Phase 3 — final striping, wheel stops, ADA signage & signposts for the north segment (thermoplastic paint, wheel stops per FDOT, ADA parking signs at accessible spaces)
Phase 4 — South Road
- Subgrade evaluation mirrors Phase 3 (no owner cores; visible-condition pricing per RFI #001 Q3).
- Asphalt RESURFACE only (tack coat + SP overlay) for the south segment — same continuous scope as Phase 3 per RFI #001 Q9. Base-case is resurface-only.
- IF materials-testing results show the existing pavement cannot be resurfaced as-is: full mill / clearing / base rebuild activates — selective clearing & stump removal, root pruning (RFI #001 Q3), limerock base per FDOT, then prime coat + SP asphalt lift.
- Sidewalk repairs / replacements & ADA warning surfaces
- Install 6′ TEMPORARY construction/safety fencing around active work zones only — protects shelter operations & occupants from work areas per the Fences 1–4 phasing sketch. Removed at demobilization; no permanent security fencing in scope (RFI #001 Q12 clarifies the phasing sketch guides which zones are fenced when, not a permanent install).
- C-501 "Pond 2A" fencing callout clarified (RFI #002 Item 3): it's a site security fence tying into the front of the property, NOT a pond fence. Permanent site security fencing is NOT in this scope — only temporary construction fencing. If the Owner requires the C-501 permanent fence, it must be added by change order.
- End of Phase 4 — final striping, wheel stops, ADA signage & signposts for the south segment (matches Phase 3 completion package)
Phase 5 — Landscape, Irrigation & Closeout
- Clear & grub: 4 CY debris removal in planting areas
- Irrigation rough-in: mainline, valve manifolds & controller mount per I-1 / I-2 — runs conduit before sod goes down. Water source: existing 5 HP well pump (P.O.C. per I-1), 2″ PVB @ 34.01 GPM.
- Tree install: 20 Live Oak, 38 Slash Pine, 15 Magnolia "Brackens Brown" (all 2″ caliper, staked kits) — 73 canopy trees. Per RFI #002 Item 1, existing roadside trees are RETAINED & protected; new plantings INFILL among them to bring the road frontage into compliance with County landscape code.
- Shrub / groundcover: 17 Viburnum Walters (3 gal), 429 Confederate Jasmine (1 gal)
- Sod: Bahia sod install — 10 pallets, seamed & rolled at all landscape zones
- Erosion-control sod at pavement edge & slopes per RFI #001 Q1 — required for code compliance
- Disturbed-area restoration: seed & mulch OR hydroseed (contractor's option, per RFI #001 Q1)
- Mulch: 66 CY Pine Bark Nugget mulch installed to spec depth
- Irrigation trim & commission: heads, double-row drip lines, controller programming, zone-by-zone walk-through (5 zones per I-1: Zone 1 = 33 GPM; Zones 2&4 pair @ 33.3; Zones 3&5 pair @ 31.7)
- SWPPP take-down once landscape is established
- Punch list, site walk with Owner's Rep & Engineer
